NEW ARRESTS

Ray E. Andrews, 63, Marion, arrested Friday by a sheriff’s deputy on suspicion of driving under the influence, transporting an open container of alcohol, failing to have vehicle liability insurance, making an improver turn, and driving while his license was canceled, suspended, or revoked; released 2½ hours later on $2,500 surety bond.

Franklin M. Davis, 48, Peabody, arrested Sept. 2 by Peabody police on suspicion of driving while his license was canceled, suspended, or revoked; released two hours later on $1,000 surety bond. Davis previously was jailed for three days on court orders Feb. 20.

Toby L. Jones, 28, Canton, jailed Sept. 4 for violating probation; released the next day on $2,500 surety bond. Jones previously was jailed from June 8 through Aug. 3 for reasons not listed by the inmate recording system.

Noah W. Loethen, 19, Topeka, arrested Sept. 3 by a sheriff’s deputy on suspicion of fleeing or attempting to elude law enforcement; released an hour later on $1,000 cash bond.

Dennis A. Meyers, 43, Hillsboro, arrested Thursday by Hillsboro police on suspicion of domestic battery; released the next day without bond.

Melinda M. Needler, 25, Herington, jailed Sept. 3 on a motion to revoke probation; released five minutes later on $350 cash bond. Needler previously was jailed Feb. 2 for probation violation and April 7 for failing to appear in court. She was released on $2,000 surety bond after the first jailing and $350 cash bond after the second.

Harold D. Pippin, 20, Topeka, arrested Sept. 3 by a sheriff’s deputy on suspicion of fleeing or attempting to elude law enforcement and of underage purchase, possession, or consumption of alcohol; released less than an hour later on $1,000 surety bond.

Billy J. Prater, 27, Marion, arrested Sept. 4 by a sheriff’s deputy on suspicion of violating the state’s offender registration act; released two hours later on $5,000 surety bond. Prater previously was jailed Oct. 24 through Nov. 16 for the Department of Corrections and May 8 through 11 for probation violation. He was released in May without bond.

James T. Sheffield, 23, Pike Rd., Alabama, was arrested Sept. 9 on suspicion of driving while license canceled, possession of marijuana and drug paraphernalia, and no proof of insurance. He was released a half hour later with no bond.

Gavin J. Shields, 31, Herington, arrested Sept. 1 by a sheriff’s deputy on suspicion of stalking and trespassing; released half an hour later on $2,500 surety bond.

Johnny R. Tyink, 62, Peabody, arrested Sept. 4 by a sheriff’s deputy on suspicion of issuing a criminal threat that caused terror, evacuation or disruption; released two hours later on $5,000 surety bond.

Richard J. Watts, 29, Peabody, was arrested Sept. 9 by a sheriff’s deputy on a warrant for probation violation. Bond is $5,000.

Ashli N. Wittin, 31, Wichita, was arrested Sept. 10 by a sheriff’s deputy on suspicion of probation violation. She is being held without bond.
